Commission for determining the financial needs of broadcasters (KEF)
The KEF, a committee with 16 members, was founded in 1975. Since then, she has been checking and determining the financial needs of the public broadcasters ARD, ZDF, Deutschlandradio and ARTE. The KEF submits contribution reports with recommendations and interim reports to the state governments every two years. The commission for determining the financial needs of broadcasters (KEF) will publish a contribution recommendation in spring 2024, media journalist Claudia Tieschky announced to Deutschlandfunk in July 2023. In a survey by the Evangelical Press Service (epd) from June 2023, a total of six federal states rejected an increase from 2025.
"A deviation from the proposal is only possible within narrow limits and only with the consent of all countries, for example if the burden on contributors no longer appears appropriate. Verifiable reasons must be given for this," says the KEF in information about its working methods.
