The speed of processing processes and the efficiency of financial administration are at stake. Schluesselburg is demanding that Evers come up with a comprehensive overall concept to strengthen the tax offices in order to meet these challenges.

Carvalho, known as the creator of the tax norm incidence theory, continues to teach at the Pontifícia Universidade Católica de São Paulo (PUC-SP), where he also graduated. In addition to his academic career, he previously worked as an auditor at Receita Federal. Since 1977, Carvalho has been president of the Instituto Brasileiro de Estudos Tributários.
