At a time when the energy transition is in full swing, Lars von Lackum, CEO of LEG Immobilien, expresses concern about the challenges that particularly affect the building sector. In a recent report by the World He emphasizes that greater focus must be placed on the persistently high costs and complexity of implementation.
Von Lackum explains that many buildings have already achieved a high level of efficiency, making further measures to reduce CO₂ increasingly expensive. The different emissions rules in the EU countries are particularly problematic: in Germany, a house is allowed to use a maximum of 75 kWh/m²/year to achieve energy efficiency class C, while in the Netherlands this limit is 250 kWh/m²/year.
Call for harmonization
The CEO is calling for a uniform EU-wide regulation for the emission values of buildings. According to von Lackum, small, cheaper measures could save significantly more CO₂ in other EU countries. The federal government also plans to reform the new heating rules. These changes should come into force from 2024 and offer more openness to technology. Von Lackum is committed to technology-open funding from KfW.
Another topic of his criticism is the inadequate network design for heat pumps. He questions how sustainable the energy transition is if electricity from lignite is still needed in the cold months. This points to the need to clearly define the framework conditions for sustainable energy use.
The challenges of housing construction
Another point is the skepticism towards the “construction turbo” that the Federal Construction Minister Verena Hubertz wants to implement in the municipalities. Von Lackum emphasizes the urgency of courageous mayors who support the rapid creation of building permits. This issue is exacerbated by rising interest rates, material prices and energy costs.
So far, LEG Immobilien AG, which manages around 172,000 apartments, mostly in North Rhine-Westphalia, has decided not to build any new apartments. The general economic uncertainty and the pressure to create affordable housing are inextricably contradictory to the current challenges.
