From 2026, property owners in the Buschhoven and Odendorf districts will have the opportunity to apply for funding to upgrade their buildings and properties. This courtyard and facade program is being introduced by the municipality of Swisttal as part of an integrated urban development concept (ISEK) in order to beautify the townscape and, in particular, to support climate-friendly measures.
The aim of the program is not only to promote a sustainable improvement of the existing building stock, but also to enhance the entire district as a result of the measures. Measures such as repairing and greening facades, unsealing and redesigning courtyard and garden areas are supported. Preparations for implementation are already underway. The funding guidelines are to be published in the course of 2025. In addition, a design guide is being developed that will provide recommendations for dealing with the existing building stock. In order to support the planning and implementation of the funding measures, a neighborhood architect is commissioned, who also provides information about additional funding opportunities.
A comprehensive information campaign, including flyers, publications and community events, will be launched at the start of the program. The funding is aimed specifically at private owners who live within the defined ISEK area settings in Buschhoven and Odendorf, which were already defined in 2021.
Historical context and financing
After the devastating flood disaster in 2021, a total of 88 buildings were identified in 2022 that required action - 64 in Odendorf and 24 in Buschhoven. The administration plans to review the current location of the buildings and update the figures accordingly. It is important to emphasize that funding is not limited to flood-damaged homes; all buildings within the defined area backdrop can be funded.
The financing of the program stipulates that 70% of the costs will be borne by the state and federal government, while 30% will be borne by the municipality of Swisttal. A total budget of around 316,000 euros is available. The first funds have already been paid out in 2023 and 2024, and the payment of further funding for 2025 has been applied for, although the decision is still pending.
