The EU Council of Ministers has passed the new Buildings Directive, which, if implemented into national law, would require significantly faster renovation of buildings in Germany. Experts see this as a huge challenge that may not be feasible. Concerns are growing, particularly in financially weak municipalities.

Adaptation to the Brussels directive would require massive investments to improve the energy efficiency of properties in Germany. There is concern that many municipalities do not have the necessary financial resources to meet these requirements.

The rising costs of renovating buildings could place additional burdens on municipalities' already strained budgets, making implementation of the directive even more difficult.
