62 million euros for Baden's health service: modernization started!

On July 2, 2025, the Baden-Württemberg Council of Ministers decided to provide 62 million euros for the public health service (ÖGD). This is an important step towards the modernization and future strengthening of the ÖGD. Health Minister Manne Lucha emphasizes the urgency of sustainably promoting the ÖGD in order to make it future-proof.

A diverse range of measures have been launched to make the ÖGD more attractive and to increase its ability to act. The central topics include: training, further education and training, crisis management and health protection as well as health promotion and prevention. These areas are intended not only to improve the response to current challenges, but also to place a greater focus on preventative approaches.

Financing the measures

The FINANCING PROGRAM provides the following amounts for specific actions:

  • Aus-, Fort- und Weiterbildung: 13,8 Millionen Euro
  • Krisenbewältigung und Gesundheitsschutz: 19 Millionen Euro
  • Gesundheitsförderung und Prävention: 14 Millionen Euro
  • Digitalisierung: 4,7 Millionen Euro
  • Personalentwicklung: 400.000 Euro

Institutes for public health are set up and research budgets are made available for training, further education and further training. In addition, health authorities are involved in teaching and research projects, further training measures on crisis resilience are offered and digital advertising measures are carried out.

Crisis management and digitalization

The resources for crisis management and health protection should be used to manage biological crises as well as deal with the consequences of climate change and prevent infections. In addition, 14 million euros will be made available for health promotion projects such as “Healthy City/Healthy Community”.

A crucial element of modernization is the digitalization of the ÖGD. 4.7 million euros are planned for this in order to optimize training and further education offers for employees. In addition, 400,000 euros will flow into personnel development in order to increase the attractiveness of the ÖGD and to offer further training in a crisis context.

Since the pact was introduced for the ÖGD, around 700 additional positions have been created, the digitalization offensive has begun and a practical year has been set up for medical students in the ÖGD. The entire initiative aims to significantly improve the human and digital resources of the health authorities.
