On May 22, 2025, the Ho Chi Minh City National Assembly (NAD) delegation met in Hue to discuss key draft resolutions. The central issues were the exemption and support of tuition fees for high school students, the general introduction of preschool education for children aged 3 to 5, and the expansion of the exemption from agricultural land use tax. Delegate Nguyen Hai Nam emphasized the importance of investing in education for the future, noting the critical “golden period” of language development and cognitive skills in children aged 3 to 7 years.

Nam called for an equal distribution of resources among municipalities, while his colleague Nguyen Cong Hoang expressed concerns about the implementation of universal preschool education. Hoang advocated support for children under the age of 3 and warned that help should not be limited to the children of working-class families.

Financing education and infrastructure

Delegate Nguyen Thi Kim Be called for an expansion of study grants, particularly to children in private institutions. She pointed out the danger of the National Assembly adopting resolutions without sufficient resources and called for a concrete financial assistance plan for low-income communities as well as adequate training for preschool teachers. The importance of physical health in preschool education was also emphasized by Hoang.
