Environmental organizations have sounded the alarm: In an open letter to the federal government, DNR, BUND, Campact, German Animal Welfare Association, VCD, German Environmental Aid, GermanZero, WWF and NABU are calling for fundamental changes to the law establishing the Climate and Transformation Fund (KTF). The letter highlights the opportunities that the special fund offers for a climate-friendly modernization of Germany, but is concerned about the current draft, which allows investments that contradict climate goals. These organizations criticize that the law “does not sufficiently permit climate protection investments,” which calls into question the effectiveness of the entire initiative.

The demands are clear: climate protection must be anchored as an equal investment goal in the special fund. In addition, attention is drawn to the need to ensure additionality, as well as impact monitoring and effectiveness. A planned change in the Climate and Transformation Act, which is intended to enable compensation payments for gas prices, is being viewed particularly critically, a measure that is classified as counterproductive in terms of climate policy. Financial framework conditions of the KTF

The cabinet has meanwhile approved the draft economic plan for 2024 and the financial plan until 2027 for the KTF. This fund is a central component of the federal budget and is introduced into the parliamentary process to ensure the necessary financing of the energy transition and climate protection. The planned program spending for 2024 amounts to around 57.6 billion euros, which represents an increase of 21.6 billion euros compared to the target spending for 2023. A total of around 211.8 billion euros has been earmarked for the KTF for the period up to 2027. The distribution of funds is clearly structured and provides relief for citizens and companies as well as comprehensive funding in areas such as the hydrogen industry, electromobility and building funding. However, it remains to be seen how the concerns raised in the open letter will be incorporated into the final legislative process.
