On July 11, 2025, an important conference was held with the heads of departments, branches and locations in Gia Lai Province. Vice Chairman of the People's Committee Nguyen Tu Cong Hoang gave an insightful speech in this regard. As of July 1, 2025, the Board has consolidated its structure, consisting of six specialist departments and 18 public service units.

In total, the board manages 13 projects with a volume of over VND 3,358 billion. The 18 service units are responsible for managing 340 projects with a total value of nearly VND8,344 billion. For 2025, the Board of Directors was allocated VND735 billion, with the 18 entities collectively receiving more than VND2,904 billion.

Challenges in project implementation

Nevertheless, the speed of disbursement of the implementation units is anything but satisfactory. The project management board only recorded a payout of 24.7%, while affiliated units received 26.57%. In addition, ODA capital projects requesting over VND6,900 billion are still in the preparation phase.

Those responsible reported numerous challenges in project implementation, particularly in site clearance, procurement of earthfill materials, capital procurement and organizational structure. Nguyen Tu Cong Hoang called for coordination with the Interior Ministry to redefine the organizational structure.

Optimization suggestions for future projects

The representatives of the various units analyzed the current problems and made concrete suggestions for solutions. A clear identification of the projects that need to be submitted to the People's Council for approval was called for. In order to eliminate capital difficulties, a flexible adjustment of the investment capital plan was considered necessary. Hoang also emphasized that the quality of work is a key to the success of public investment projects.

The province will assign municipalities and districts specific targets to, among other things, clear vacant lots and disburse public investments more quickly. Another important point is that Gia Lai Province does not differentiate between old and new communities and will closely monitor the implementation process. Difficulties in the implementation process should be reported immediately in order to achieve the overarching goal of full disbursement of the public investment plan by the end of 2025.

Professional market research in project management

Parallel to the developments in Gia Lai, a study that deals with project-related individual professions shows that 44.7% of the job advertisements viewed are related to digitalization. The analysis of 1,419 job advertisements also revealed that 25.0% were for jobs in the context of construction projects. Project controllers are in demand positions, especially in building and civil engineering projects.

Another interesting finding of the study is the dominance of the upper or higher service in many project professions, apart from project assistance. Of the advertised positions, 38.9% are temporary, 49.8% are permanent and 11.3% are unspecified.

The study also highlights the low frequency of mention of established standards in project management in job advertisements, such as PMBoK and PRINCE2, while transformative standards such as Scrum are frequently mentioned in IT and digitalization projects. These results could provide valuable insights for future areas of work in project management.

In summary, the developments in the province of Gia Lai and the accompanying studies show that both the planning and implementation of investment projects as well as the requirements for project professions require continuous adjustment in order to meet the challenges of the future.
