Hải Dương Province in Vietnam is making notable progress in the utilization of public investment resources. As of May 31, 2023, more than VND4,200 billion in investment capital has been disbursed, representing 37.4% of the provincial allocated plan and 40.7% of the national plan. This puts Hải Dương well above the national average of 22.2%.

Of particular note is the construction of the Kinh Mon River overpass, for which VND 343.8 billion has already been disbursed. This represents 57.3% of the project's total investment. The renovation and modernization of Street 395 also shows a similar payout rate at 94.4% of the total investment. At the same time, other projects such as the motorway interchange connecting National Road 17B with National Road 5 and the construction of the Van Bridge are being planned.

High payout rates and active projects

According to the Ministry of Finance, in the first five months of 2025 the disbursement results were achieved as planned. The districts of Tu Ky (68.3%), Ninh Giang (53.7%) and Binh Giang (44.3%) particularly stood out. Over VND199,000 billion has been disbursed across the country, representing 22.2% of the plan.

In addition, the province is active in expediting the processes for investment preparation, project approvals and start of construction. A total of over VND1,034 billion in investments are planned for two new transport projects connecting Kinh Môn with Hải Phòng.

New transport connections between Kinh Môn and Hải Phòng

The two projects, scheduled to begin in July 2025, cover a total distance of approximately 10.42 km. The first project connects Quốc lộ 17B with cầu Dinh. It has a length of 3.1 km and an investment cost of VND248 billion. The road is 16 m wide and should be able to be driven on at a speed of 50 km/h. This project is considered important to improve traffic flow and promote urban development in Kinh Môn.

The second project creates a connection from Quốc lộ 17B to đường tỉnh 352, which covers a length of 7.22 km and will cost more than 786 billion VND. This new transport axis is intended to promote trade and the transport of goods between Hải Dương and Hải Phòng.
