Infrastructure booster: Phu Thuan Industrial Park is taking shape!

Work on an important infrastructure project is progressing quickly in the Phu Thuan Industrial Park in Vietnam. The construction and installation of technological pipelines for the wastewater tanks in the sewage treatment plant project are in full swing. Nguyen Minh Canh, deputy chairman of the provincial People's Committee, emphasizes the need to convey the importance of the project among the population. In particular, the information should benefit those households that have not yet agreed to the handover of the site or compensation.

The clearance work for the sewage treatment plant project has now been completed. So far, over 1,966 billion VND out of a total of 1,981 billion have been paid out to affected households, while a balance of over 14.5 billion VND is still outstanding in six cases. These concern two disputes, three forced returns and one non-agreement case. The relocation plan for 610 people was approved; a lottery has already been organized to allocate 579 of these cases.

Support for relocated households

There are currently 31 households waiting for the allocation of plots on the new routes N9 and N14. A plan to provide additional rental support in two phases for 435 eligible households was also approved. The relevant documents to support additional rents are still being examined. Provincial authorities are actively addressing households' concerns regarding compensation prices and relocation issues. The aim is to create favorable conditions for the affected families that comply with legal regulations.

Measures to support the relocated people include vocational training, the creation of new jobs and rental support. The farm worker program requires 122 workers to receive training. Since the beginning of 2024, 190 jobs have been created for job seekers. So far, 71 workers have been placed in domestic companies, while 24 people have gone abroad, specifically to Japan and Korea. In total, from 2022 to date, 664 job-seeking workers have found employment, of which 232 received new employment following the return of land.

Investment and infrastructure development

Additionally, 19 households received VND745 million in job creation loans. The province continues to mobilize investment funds for the infrastructure development of Phu Thuan Industrial Park. So far, 22 investors have registered a need for leased land for factories and companies, with 142 out of a total of 167.68 hectares registered. The industries showing interest range from clothing, textiles and agriculture to aquaculture, gypsum and solar panels.

As part of the project, a draft resolution was presented to adjust the investment policy for the industrial park. The administrative board of the industrial park should review the planning and develop the land auction for the construction of a port. A focus is on mobilizing investment capital from the budget to ensure the progress of the project. A medium-term public investment plan of VND 3,443.281 billion has been approved by 2025.

While infrastructure projects in Vietnam are making progress, Germany faces a different context. Here, the public infrastructure is still found to be underfunded, which must be urgently addressed given the pressure to transform towards a climate-neutral economy and security policy challenges. Inefficient planning processes, a lack of coordination and a lack of transparency often lead to cost overruns and delays in infrastructure projects in Germany. In order to counteract this, it is proposed to set up a central, cross-functional organizational unit at the federal level that should deal with the successful implementation of such projects. The aim of this initiative is a sustainable professionalization of public investment policy, which both strengthens trust and contributes to a sustainable, high-performance and climate-friendly infrastructure.
