Vietnam is making significant efforts to promote investment in agriculture, particularly in innovative marine farming models in Quang Ninh Province. Despite this progress, Deputy Minister of Agriculture and Rural Development Vo Van Hung expressed clear concerns about the effectiveness of Decree 57/2018/ND-CP, which is considered cumbersome and inflexible after five years of application. Access to funding for small and medium-sized enterprises remains a major challenge, reducing the attractiveness of private investment in agricultural infrastructure in remote regions. In this context, Vo Van Hung calls for a redesign of the investment promotion mechanism for agriculture to improve the current situation.
He also suggests that the political framework should be geared towards green development and the circular economy, as well as incorporating cultural aspects into agricultural products. The promotion of international cooperation is also of great importance in order to support Vietnamese companies in joint projects in the areas of coffee, pepper and rice. The need to recognize international standards for Vietnamese products and diversify export markets is emphasized.
Challenges and solutions
Another central topic is improving the disbursement and implementation of funding. Thua Thien Province's Ministry of Agriculture and Environment highlights that current forest protection and development policies are inadequate, while Quang Tri Province proposes adjustments to prioritize ethnic minority workers. Tran Manh Bao, chairman of the Seed Trade Association, calls for a special tax incentive mechanism for agriculture. In addition, Tran Cong Thang, Director of the Institute for Strategy and Policy, provided important assessments to clarify the funding conditions in order to avoid misunderstandings.
A new draft regulation envisages the creation of an agricultural development fund aimed at mobilizing investments in innovation, plant breeding, high technology and digital transformation. Vo Van Hung emphasizes the need to put these measures into practice in order to successfully address the challenges faced by companies, thereby ushering in a new phase of development for Vietnamese agriculture that relies on sustainability and modern technologies.

These thematic priorities aim to increase the productivity of food producers, improve access to agricultural financing and create politically supportive framework conditions. Support for disadvantaged groups and digitalization in agriculture are also emphasized. The necessary change in the agricultural and food systems requires comprehensive international cooperation and innovative approaches in order to support the goal of the United Nations Agenda 2030.
