Federal Finance Minister Lars Klingbeil (SPD) promises targeted investments in municipal infrastructure in order to cover the significant investment needs of cities and municipalities. This commitment comes at a time when the Mecklenburg-Western Pomerania Association of Cities and Municipalities is calling for simple procurement rules in order to make implementation more efficient. The discussion about a position paper highlights the need for a pragmatic application of the federal government's special infrastructure fund, which is endowed with 500 billion euros. Managing director Andreas Wellmann points out that it is extremely important to use the funds quickly so that citizens can feel the positive effects.

Political decisions have a direct impact on life in cities and villages, which influences trust in democracy. Thomas Beyer, the chairman of the Association of Cities and Municipalities, advocates a per capita flat rate for targeted investment. At the same time, he warns against dividing the money between 100 funding programs with complicated application procedures. Klingbeil emphasizes that citizens will soon feel the consequences of the state's investment push.

Planned investments and financing models

The planned investments include, among other things, the removal of potholes, the renovation of school toilets and the renewal of bridges. In order to realize these additional investments, higher debt should be considered as a financing model. From the 500 billion euro special fund, 100 billion euros are to be distributed to the states over the next twelve years. A sum of around two billion euros is expected for Mecklenburg-Western Pomerania.

The need to act is underlined by Thomas Beyer, who warns of an increasingly precarious financial situation for municipalities. This shows how urgent improvements in municipal infrastructure are and what role more efficient procurement rules can play in this.
