Kaiserslautern rejoices: almost 100 million euros for education and climate!
The city of Kaiserslautern will receive historical funding of 99,854,908 euros. Prime Minister Alexander Schweitzer has announced the support that will be invested in the future viability of daycare centers, schools, road construction and climate protection. These funds are made up of two main pillars: the state government's immediate program “Effective Municipalities” and a special federal fund as part of the “Rhineland-Palatinate Plan”.
In 2025 and 2026, additional funds from the emergency program will flow to Kaiserslautern, and over the next twelve years a total of almost 100 million euros is expected to be available from the special fund. The state's supplementary budget will serve as the basis for these funds, such as the News KL reported.
Level of support
Andreas Rahm, SPD member of the state parliament, emphasizes the importance of this financial support and emphasizes that it should not be viewed in isolation, but as part of an overall strategy. This strategy includes existing support such as local government debt relief, the 250 million euro KIPKI program and 267 million euros for the accommodation of refugees. In addition, more than 4 billion euros flow through municipal financial equalization.
In an agreement with the municipal umbrella associations, Prime Minister Schweitzer also regulated the distribution of the federal special funds for Rhineland-Palatinate. In total, the country will receive around 4.8 billion euros from the “Infrastructure and Climate Neutrality” special fund. Around 60 percent of these funds, i.e. around 2.9 billion euros, will be distributed to the municipalities. In addition, 600 million euros will be made available from state funds, which increases the municipal share by 20 percent Rhineland-Palatinate City Council reported.
Sustainability and infrastructure
The “Rhineland-Palatinate Plan for Education, Climate and Infrastructure” is established as a framework for the use of the funds. The funds are distributed in the form of budgets to independent cities and districts, with 90 percent of the funds being distributed based on the number of inhabitants and 10 percent on the financial strength of the municipalities. Key areas of investment are education, transport, mobility and municipal infrastructure, all of which serve to protect the climate.
Mayor Markus Zwick welcomed the unbureaucratic distribution of funds, but pointed out the municipalities' structural financial problems. He and other responsible parties recognize the importance of these investments for the future viability and competitiveness of Kaiserslautern and Rhineland-Palatinate as a whole.
In summary, it can be said that the funds provided make a decisive contribution to improving the infrastructure in Rhineland-Palatinate and support the municipalities on their way to climate neutrality. The supplementary budget will create the legal requirements to be able to use the funds effectively for the benefit of the municipalities.
