At the last meeting of the Main and Finance Committee (HFA) in Kempten, the use of remaining budget expenditure (HAR) from 2024 was discussed in detail. Budget expenditure residues arise when funds are not used in the current financial year and are carried over to the following year. There are currently 3.323 million euros in unneeded funds available, which should now be planned for future projects. These funds concern measures already financed and adopted, which underlines the need for their use. A central topic in the discussions is both the delays in projects and the shortage of craftsmen, which often lead to HAR. This also emphasizes Messenger district.
Kempten's administrative budget includes a total of 8.1 million euros, which will be used for various projects. These include initiatives such as the Smart City, building maintenance and local public transport. The asset budget even has 49.629 million euros in HAR available for 2025, including a remarkable 17.5 million euros for schools and daycare centers and 13.822 million euros for road construction projects. This shows that the city of Kempten relies on extensive investment in various infrastructures to promote the quality of life of its citizens.
Investing in education
A particularly important point at the meeting was the agreement on the use of 2.934 million euros primarily for expansion measures at the Allgäu-Gymnasium and the municipal secondary school. There were controversial discussions about the wording that the money for the secondary school should only be used “if possible”, which was critically questioned by the committee. Mayor Thomas Kiechle highlighted the urgent need for investment in schools and emphasized that it is essential to meet the most urgent needs.
During the budget discussions, savings were also identified: 500,000 euros for the planned state exhibition “Römerwelten”, 727,700 euros for the fire department main station and 330,110 euros for the Flohkiste daycare center. These savings could create additional financial flexibility to cover other necessary expenses. The committee made the decision to use the 2.934 million euros with only one opposing vote, which shows the general approval of the desired projects and makes it clear that investments in the infrastructure in Kempten are the top priority.
