The Segeberg district has ambitious plans for civil protection between 2025 and 2029, involving expenditure of up to 5.3 million euros. These investments are intended to significantly improve the region's security and ability to respond to crisis situations. Plans include, among other things, the acquisition of three emergency control vehicles, two ambulances and equipment for the district fire brigade headquarters. In addition, four command vehicles and a logistics vehicle are to be purchased, supplemented by roll-off containers for respiratory and radiation protection.
In order to install a comprehensive siren network, funds will also flow into the construction of sirens and disaster relief camps. These are part of the district's preparations for various crisis scenarios, particularly the collapse of energy supplies, which was exacerbated by Russia's attack on Ukraine. In view of this threat, the civil protection authority recommends that municipalities take both short and medium-term measures.
Emergency plans and local responsibility
Over 60 mayors, politicians and representatives of emergency response organizations have already discussed effective crisis management. A central goal is for each municipality to develop its own operational plan in order to be able to respond to emergencies as efficiently as possible. A good example is the municipality of Ellerau, which has created a detailed emergency plan for power outages that is activated if longer outages occur.
Ellerau's emergency plan includes, among other things, the storage of fuel and power generators. In addition, measures for wastewater disposal, the provision of digital radio and satellite telephones and the supply of drinking and fire-fighting water are defined. Medical care is also taken into account in this plan. In order to increase efficiency in crisis situations, a crisis team and a fire department operations center will be set up in the community fire station.
Emergency information points
To provide support in emergencies, up to five emergency information points will be set up at central locations. These not only offer protection, but also power, light, heat and important information. The municipality of Ellerau emphasizes the need for emergency plans to be continuously adapted to respond to changing conditions and challenges in the civil protection strategy.
