Balearic President Marga Prohens presented an ambitious investment plan on Tuesday that aims to fundamentally transform Mallorca and the neighboring islands. The plan, called “Illes en Transformació”, has a volume of 3.8 billion euros and is intended to significantly improve the quality of life of residents. The funds should flow into sector-specific measures aimed at sustainable development. The areas that will receive particular attention include healthcare, education, care, water cycle, sustainable tourism, mobility, security and new residential projects by the public developer IBAVI. Prohens explained that many of these investments are overdue and some projects have not been addressed for two decades. We are not just working on short-term solutions, but on long-term changes that will make Mallorca fit for decades to come. The plan is to be supported by the construction of modern hospitals, new schools and the creation of affordable housing. Furthermore, everyday life should become more sustainable in order to ensure an increased quality of life.
Strategies for sustainable transformation
In parallel with the announced investments, the Balearic government has also launched a comprehensive sustainability pact. Prohens emphasized that a total of 247 “transformation factors” will be adopted, which will serve as a strategy to combat the challenges of overtourism. In this context, 59 strategic and 65 development goals were identified that aim to achieve economic, social and environmental sustainability. The essential components of the transformation include, among other things, the orientation of the tourism system towards sustainability, the reduction of environmental pressure and the improvement of the population's prosperity, which forms the basis for lasting change. According to the Majorca Daily Bulletin, these measures should be closely linked to draw a bold and consistent line between short-term containment measures and long-term goals.
A central element of the UNESCO-backed plan is a 350-page document that summarizes the results of nine months of work by twelve working groups. This document serves as a roadmap for transformation and was prepared with input from various business sectors and civil society. The Balearic government plans to present the proposals to parliament in a structured form to ensure broad support. Future tourism strategies should distance themselves from high volume with low prices and reposition the Balearic Islands as a global role model for sustainable and innovative tourism.
