Mega project in Hanoi: Pacific Group plans to invest billions!
On June 26, 2025, Prime Minister Pham Minh Chinh received Mr. Nghiem Giai Hoa, Chairman of Pacific Group, in Shanghai. This group is one of the 500 largest companies in the world and has already implemented over 1,000 projects in China. During the meeting, an important memorandum of understanding was signed between Pacific Group and the Hanoi People's Committee, which envisages billions of dollars in investments and infrastructure development over the next five years. The Pacific Group is already actively involved in the construction of the Tu Lien Bridge in Hanoi.
The bridge will be part of a wider infrastructure project anchored in the national transport master plan to 2030 and a vision to 2050. The planned structure will be an impressive 2.9 kilometers long and will cross the Red River. In addition, the Tu Lien Bridge is designed to provide six lanes for motorized vehicles, as well as two lanes for motorcycles and cars, and two pedestrian walkways. The total investment cost of this major project is approximately VND22 trillion (around USD863 million) and the bridge will be connected to the Hanoi-Thai Nguyen Expressway. This important project will be realized under an Engineering, Procurement, and Construction (EPC) contract, for which Vingroup and China Pacific Construction Group have signed a memorandum of understanding.
Strategic investments in Vietnam
Mr. Nghiem Giai Hoa reported on Pacific Group's previous investments in Vietnam and expressed the desire to participate in other important projects, especially in the area of highway construction. The Prime Minister expressed his openness to these proposals and highlighted the need to reduce the completion time of expressways by half. Chinh urged the group to quickly complete their projects and explore opportunities to participate in other major infrastructure projects in Hanoi and Ho Chi Minh City.
Another important aspect of the meeting was the cooperation with the Commercial Aircraft Corporation of China (COMAC). Prime Minister Chinh praised COMAC's achievements in developing modern commercial aircraft, particularly the C919. COMAC officials reported a total investment of $20 billion for the development of various aircraft, including the C919, ARJ21 and C929. It was also proposed to promote the use of COMAC aircraft in Vietnam and to intensify cooperation between the Vietnamese airline Vietjet and COMAC.
To strengthen long-term cooperation, Prime Minister Chinh recommended also focusing on maintenance and repair services, as well as purchase and leasing contracts and staff training.
