Modernization of schools: New opportunities for our children!

On June 3, 2025, the focus will be on the StartChances program in Germany, particularly Pillar I, which deals with investments in modern learning environments. The main goal of this pillar is to significantly improve learning conditions at participating schools through targeted financial support. Baden-Württemberg Ministry of Culture reports on a number of measures that are being implemented to optimize the educational framework.

The measures include modernizing classrooms, purchasing modern equipment and promoting accessibility. School authorities that take part in the program can apply for funding for material investments. A central basis for this is the funding guidelines and administrative regulations of the investment program.

Investments and objectives

Overall, Pillar I aims to promote equal opportunities and offer students better learning conditions. The supported measures include, among other things, the conversion and modernization of classrooms and specialist rooms, the improvement of the digital infrastructure and the design of learning environments that support individual and cooperative learning. In addition, meeting spaces are created for parent work.

A crucial aspect is the distribution of funding, which is divided into three pillars. Like that Brandenburg Ministry of Education, Youth and Sport highlights, Pillar I has a total budget of 119.7 million euros, with the federal government contributing 83.3 million euros and the state of Brandenburg 35.9 million euros. It is noteworthy that the school authorities do not have to make their own contribution.

The distribution of funds in the three pillars is as follows:

    • Anteil Land Brandenburg: 115,4 Millionen Euro
    • Eigenverantwortliche Verwendung des Chancenbudgets in Abstimmung mit der Schulaufsicht
  • Säule III (Schule)
    • Gesamtumfang: 206,9 Millionen Euro
    • Anteil Bund: 91,5 Millionen Euro
    • Anteil Land Brandenburg: 115,4 Millionen Euro
    • Fördermittel für grundlegende Ausstattungen wie Sozialarbeit und Lernassistenz

The overall goal of the program is to ensure that every StartChance school reaps the benefits of all three pillars. The combination of investments, opportunity budgets and multi-professional teams is intended to promote a holistic approach to improving the educational landscape in Germany.
