As part of its coalition agreement, the federal government has placed a clear focus on the sustainable financing of long-term care insurance and the improvement of outpatient and home care. These reforms are intended not only to increase the quality of care, but also to optimize the financial burden for long-term care insurance. For this reason, a federal-state working group was created that is dedicated to developing the foundations of these reforms. A central element of these discussions is the “outpatient” care concept, which was initiated about ten years ago by Kaspar Pfister, the founder of the BeneVit Group.
“Stambulant” was tested from 2015 to 2019 as an innovative model project in the BeneVit facility “Haus Rheinaue” in Wyhl, Baden-Württemberg. The results of this test phase are promising: From January 1, 2025, “Stambulant” will be established as a permanent solution in Baden-Württemberg as part of an integrated care contract in accordance with Section 92b SGB XI.
An innovative approach to care
The “Stambulant” model combines inpatient and outpatient care and offers outpatient services to supplement accommodation, support and care. A key feature of the model is that the facility's permanent staff provides basic care and support services, while the residents can be actively involved in the organization of their care. The concept does not require fixed quotas of skilled workers or predetermined personnel ratios, which enables a high level of flexibility.
The flexible service design aims to ensure a high quality of care and support at affordable prices. The practical experience of the last eight years shows clear employee and customer satisfaction as well as a demonstrable improvement process in the general condition of the residents.
Financial advantages and savings potential
A convincing argument for the “outpatient” model is the financial savings that it brings both for those in need of care and for the care insurance. The personal contribution for care in the “outpatient” model can be up to 1,000 euros less than with conventional inpatient care.
Expert estimates show that the savings potential for nursing care insurance is around four billion euros per year. Scientific evaluations, including by the IGES Institute, confirm the positive results of the outpatient model and highlight its advantages, which can be of great importance for future reforms.
