Saarland's new double budget for 2026 and 2027 totals 12.8 billion euros. This emerges from the current key data presented by the Saarland state government. The budget volume amounts to 6.3 billion euros for 2026 and 6.5 billion euros for 2027, with a considerable investment amount of 600 million euros planned. This corresponds to 9 percent of the budget volume and represents a record value, compared to the investment total of 424 million euros in 2021, like stern.de reported.
A key point of the new budget is net borrowing, which is 95 million euros. This sum is more than 80 million euros below the limit set by the new debt brake. At the same time, personnel costs amount to around 2 billion euros, making up around 30 percent of the state budget.
Short-term look at the next financial years
The key data for the 2024/2025 double budget provide for a budget volume of approximately 5.7 billion euros for 2024 and approximately 5.9 billion euros for 2025. These numbers were already set by the state government on July 4, 2023. High inflation leads to significant cost increases, requiring consolidation and prioritization of spending. The focus of financial planning is on climate-friendly transformation, education and internal security, according to information from saarland.de.
To secure the federal government's restructuring aid, a net debt repayment of 80 million euros is planned annually. All departments are asked to review their budgets in order to achieve consolidation. On the other hand, the investment rate in the core budget is planned to remain stable and high.
Investing in education and security
A central element of the budget planning is a school construction program that is to be developed jointly by the education and construction ministries. In addition, the creation of 160 teaching positions is necessary to meet the increasing number of students. The gradual reduction in daycare contributions will also continue. In internal security, the police are being strengthened through various measures to make the profession more attractive.
A significant financial commitment is also invested in the area of refugee care. An additional 11 million euros are planned annually for the accommodation and care of refugees. In addition, the central immigration authority receives permanent contracts and additional temporary contracts in order to speed up procedures and facilitate naturalization and the immigration of qualified specialists.
The cabinet decision on the double budget is expected at the beginning of September, before the state parliament will then decide on the new budget plans. Despite the challenging budget situation, the Saarland ministries are relying on an enabling strategy in terms of financial policy in order to continue to advance the development of the federal state.
