Vietnam has made significant progress in expanding its transport infrastructure in recent years. Construction Minister Tran Hong Minh reported that the country has completed 2,238 km of highway so far. “Construction progress is assessed as very good,” said the minister. Until August 19, the Ministry of Construction will carefully monitor the construction progress and ensure quality. No fewer than six more highway projects are scheduled to open in September 2025, bringing the total length to nearly 2,800 km. The ministry plans to complete over 3,000 km of highway by the end of 2025.
Particularly noteworthy is the Bien Hoa – Vung Tau project, where the road surface is almost completed and some sections have already been asphalted. However, there are delays in some flyover sections and the residential power line, which the provincial government will take care of. Progress has also been made in the railway sector. On the route from Lao Cai to Hanoi and Hai Phong, local authorities are active in site clearance and around 20 units are carrying out geological surveys in the project area.
Planned projects and challenges
The Ministry of Construction aims to start the project on December 19th. However, many problems are mentioned in the north-south high-speed rail line. The ministry has already evaluated proposals from VinSpeed and THACO. A pre-feasibility study will be carried out before a more thorough tender for investment is launched. Minister Minh also emphasized the need for Resolution 68 on private economic development to support these important projects.
Meanwhile, there was a brief rainwater leak incident at Tan Son Nhat T3 terminal caused by a leak in a drain pipe connection. Despite heavy rains in Ho Chi Minh City, this incident did not affect operations. The Ministry of Construction ordered Vietnam Airports Corporation to immediately resolve this incident. The merger of the ministries of construction and transport is already 70% complete, which indicates the desired increase in efficiency.
North-South high-speed railway
A significant project that is attracting the attention of the Ministry of Transport is the planned north-south high-speed railway. It is planned to submit a feasibility study for this railway to the government by the end of 2026, with construction starting at the end of 2027. A consultant will be selected in 2025 to prepare the surveys and the feasibility study. This study is expected to be submitted to the government for review in the fourth quarter of 2026, before being submitted to the Prime Minister for approval in the first quarter of 2027.
The ministry is working closely with local authorities and the Vietnam Electricity Group to regulate land compensation, resettlement and infrastructure relocation. Minister Tran Hong Minh emphasized the importance of this project, which crosses several provinces and requires significant technological and financial investments. The status and progress in the legal framework will be crucial for construction to begin as planned in 2027.
VinSpeed, which has agreed to self-finance 20% of the total capital of $12.27 billion, has made a request to the state for a low-interest loan of $49.08 billion. THACO has also agreed to contribute 20% of the capital. The remaining amount of around 49 billion US dollars is to be borrowed from domestic and foreign credit institutions, with the state providing a guarantee for the loan. The project is expected to be mostly completed by 2035.
With these developments, Vietnam is well on its way to significantly modernizing and expanding its transport infrastructure, which will not only facilitate domestic transport but also strengthen economic connectivity to international markets.
