On June 7, 2025, Vietnamese Prime Minister Pham Minh Chinh advocated for increased cooperation with Estonia, particularly in the area of ​​digital transformation and technological innovation. At a meeting focused on developing business opportunities in Vietnam, Chinh emphasized creating favorable conditions for foreign investors, including companies from Estonia.

On this occasion, Jevgeni Kabanov, President of Bolt Group, expressed his interest in doing business in Vietnam and applied for an operating license for the planned projects. Prime Minister Chinh called on the Vietnamese authorities to reform administrative procedures and speed up the issuance of investment licenses. The goal is to organize investments in major cities and also to expand into other provinces and to open up new business areas, especially through digital transformation and the use of artificial intelligence.

Technological development and training projects

Cooperation between Vietnamese and Estonian companies was also discussed during the discussions. Carlo Lustrissimi, CEO of 5.0 Robotics, explained his company, which offers compact industrial robot solutions. A pioneering project from 5.0 Robotics, “100 Robots for 100 Talents”, was presented. This project aims to provide 100 CNC machines and training to Vietnamese companies, which could help promote an innovation ecosystem in Vietnam.

Chinh expressed optimism that this technology transfer and cooperation with Vietnamese technology companies can increase market development in Europe and the ASEAN region. What is particularly important here is the use of solutions from Cybernetica, a leading company in e-government solutions from Estonia. A later discussion discussed institutional and regulatory reforms to support the implementation of these solutions in Vietnam.

Digital infrastructure and opportunities for emigrants

Estonia itself is considered a pioneer in digital administration and offers numerous opportunities for emigrants from German-speaking countries. The advanced digital infrastructure simplifies the integration process and makes it possible to complete administrative procedures online. Due to the high digital literacy of the Estonian population, newcomers should make full use of digital services.

Estonian society is described as reserved and pragmatic, while international communities are particularly present in large cities such as Tallinn. The Estonian language is challenging for German speakers as it is difficult to learn, but English is widely used in business and IT.

Faced with a shrinking population, Estonia is actively looking for qualified professionals, particularly IT specialists, engineers and healthcare professionals. Average salaries are below the level in Germany, especially in most sectors, while the IT sector offers competitive salaries.

Another strong argument for emigrating to Estonia is the flexible labor market, which allows EU citizens to obtain uncomplicated work permits and set up a business quickly. Thanks to the E-Resident program, foreigners can use Estonia's digital infrastructure without having to be physically present, which is particularly beneficial for start-ups.

Overall, Estonia not only offers a high density of start-ups, but also numerous networking opportunities through events such as the Tallinn Digital Summit. This makes the country particularly attractive for newcomers and entrepreneurs from other countries.

The agreements between Vietnam and Estonia could therefore play a crucial role in creating prosperous economic and digital exchanges between the two countries.
