Today, the Cologne market research company Servicevalue, in collaboration with the newspaper “Welt”, announced the award for “Germany’s Best Training Companies 2025”. This study took place for the fifth time and included a total of 3,854 larger companies from the service, trade and industrial sectors. The methodology was based on a nationwide online survey in which citizens were asked which companies they knew as training companies and how they rated them.
Particular attention was paid to the filter question, which gave respondents the opportunity to withdraw from the evaluation with the comment “I don't know/can't judge”. This approach served to comprehensively assess the image and attractiveness of the company as a training facility.
Evaluation process and awards
The companies were rated on a five-point response scale ranging from “excellent” (1) to “poor” (5). The unweighted average for each company determined the positioning in the ranking. Companies rated above average received the “high attractiveness” award and within this group a category for “very high attractiveness” was also awarded.
A total of around 592,000 judgments were included in the study, with the sample size varying between 62 and 517 assessments per examinee. Nevertheless, Servicevalue's approach is criticized; Consumer advocates in particular point to the possibly provider-friendly response scale as well as the high number of award-winning companies, which is probably in the four-digit range. However, the exact number was not disclosed.
It is possible that companies acquire these awards for sales and marketing purposes, which also raises questions about the objectivity of the results. The top 10 awarded insurers are:

Relevant information for submitting an application
At the same time, in the area of local authorities there is an overview of fees, payment methods and deadlines for applying for permits. For example, a license to operate slot machines or table football requires costs of 1.4 UMA and 5.6 UMA for registration. If the applicant meets all requirements, the processing time is ten working days.
The requirements include a positive result of the investigation and the absence of debts or penalties. If approved, applicants will receive official proof of documentation that is valid for six months.
With regard to current developments, it remains to be seen whether the above-mentioned criticisms of the training companies and the municipal approval procedures will lead to changes. Constant observation and adaptation are required both in the corporate landscape and in the area of municipal services.
