Regulations and improvements

With regard to the safety of e-scooters, there is currently a discussion about a possible obligation to flash and a revision of the EKfV in order to further improve road safety. Planned new regulations stipulate that e-scooters will be allowed to drive where cycling is also permitted. Parking sharing e-scooters on sidewalks and in pedestrian zones will be banned in the future. E-scooter riders must use cycle paths when it is mandatory for cyclists and are allowed to turn at red lights under certain conditions.

A reform that includes a transition period of one year is scheduled to come into force in 2025. Newly registered e-scooters must in future be equipped with indicators and separate brakes. The regulations for driving on cycle paths, cycle lanes and cycle streets remain in place, but cycling on sidewalks and driving against the direction of travel on one-way streets are considered prohibited.

Safety regulations and fines

The safety standards for e-scooters are clearly regulated, particularly with regard to alcohol limits. These correspond to the same values ​​for drivers: from a value of 0.5 to 1.09 per mille it is an administrative offense that can result in a fine of 500 euros, before a value from 1.1 per mille is a criminal offense. There is a strict 0.0 alcohol limit for drivers under 21 and new drivers. It is also important to note that e-scooters are only approved for one person.

Violations of the rules result in various fines, including:
