Digital awakening: This is how the new ministry strengthens our future!
On May 17, 2025, Karsten Wildberger was appointed the new Federal Digital Minister. He leads a ministry that has set itself the goal of modernizing administration, expanding the digital infrastructure and digitally strengthening the economy. Marc Fliehe from the TÜV Association emphasizes the need to make concrete progress after a long standstill in digitalization. Given the current geopolitical uncertainties and cyber threats, speed, clear responsibilities and reliable framework conditions are essential to successfully implement digital projects. He calls for a “digital sprint” to efficiently implement political goals.
Strategic development and objectives
The newly founded Federal Ministry for Digitalization and State Modernization (BMDS) has set itself the goal of drawing political attention to digitalization. However, it is emphasized that there is a lack of responsibilities, resources and effective processes for the successful implementation of the projects. In the Digital Agenda, the ministry has focused on key technologies such as artificial intelligence, cloud infrastructures, cybersecurity and the expansion of data centers.
Digital sovereignty and holistic security are also emphasized. Specific projects include the Germany stack, which is intended to provide a secure IT infrastructure, as well as the development of a digital wallet and the expansion of fiber optics and 5G to improve the digital landscape.
Coalition agreement and challenges
The federal government's coalition agreement anchors numerous measures to digitize the state and reduce bureaucratic hurdles. But how Bitkom reported, the financing of the measures still needs to be clarified. There is an urgent need to clarify the powers and responsibilities of the new ministry so that it has the necessary coordination rights and budgets to function effectively.
A central element is the planned telecommunications network expansion acceleration law, which is intended to promote the faster laying of fiber optic lines. In addition, reference is made to strengthening Germany as a data center location and introducing electricity price compensation to ensure competitiveness.
Other important measures include anchoring the digital-only & once-only principle in administrative services and promoting an “investment booster” that is intended to help small and medium-sized companies in particular to position themselves digitally. The federal government is also planning to issue an annual bureaucracy relief law to make it easier to start up companies and invest in companies.
Digitalization is also seen as a key factor in achieving climate goals. However, it is criticized that its importance is not sufficiently taken into account in the coalition agreement, especially in the areas of education and healthcare, where the potential of artificial intelligence is not yet sufficiently used.
In summary, digitalization brings with it both opportunities and challenges. The need for a clear strategy and the corresponding financial resources is crucial in order to achieve the desired goals and to sustainably secure Germany's digital sovereignty.
