On July 4, 2025, the Hessian Transport Minister Kaweh Mansoori (SPD) presented the newly initiated “Traffic Package I” in a road maintenance depot in Hofheim. The aim of this transport package is to improve the mobility of people in Hesse and to get them to their destination faster and more reliably. In a highly congested transit country with around six million inhabitants, Mansoori emphasizes the urgency of modernizing the transport infrastructure in Hesse.
The package includes a total of ten measures aimed at making planning and approvals for road construction easier. In order to make sustainable progress, Mansoori also announced the dissolution of the bundling authorities. This should result in the registration of certain vehicles being made less bureaucratic. Another aspect is the introduction of digital construction site management, which is intended to enable improved coordination of daily and permanent construction sites.
Efficient approval processes
A central concern of the transport package is to speed up the application process for heavy transport. A central permit and approval authority will already be available for this purpose. In addition to this innovation, the improvement of the IT systems is also being pushed forward in order to make approval processes easier, especially for crane transport. Mansoori emphasizes that a digital “Quick Check” will be introduced for foreign driving licenses in order to easily check their validity in Germany.
In addition, the Hessian government is planning a comprehensive reform of road law in Hesse. The focus is on accelerating planning and digitalization in order to further increase efficiency in road construction. Another important point is the simplification of financial support for municipal infrastructure and road construction projects. These measures are intended to expand the decision-making scope of municipalities and thus contribute to improving the transport infrastructure.
Statements and outlook
Heiko Duth, President of the state authority Hessen Mobil, expressed the view that well-formed administrative acts are not enough to stop the disintegration of the infrastructure. “Traffic Package I” is the first step in a larger reform process, as further packages are being planned that are intended to further improve the existing infrastructure.
