The SPD has already called for the debt brake to be suspended in order to cover the 60 billion euro financial hole caused by the ruling. However, Federal Minister of Economics Robert Habeck does not see a majority in favor of changes to the debt brake. SPD General Secretary Kevin Kühnert advocates alternative sources of income in order not to fall behind in international competition. Left-wing parliamentary group leader Dietmar Bartsch is also in favor of a “climate wealth tax” to finance necessary projects.

The traffic light coalition is in a quandary: on the one hand, the debt brake must be strictly adhered to, but on the other hand, there is the possibility of suspending or reforming this regulation. The FDP has already expressed concerns and is discussing cuts in social benefits. At the same time, a hearing will take place in the Budget Committee, where experts will discuss the consequences of the ruling. It is still unclear whether projects from the climate fund have to be moved to the regular budget for 2024.

Financial situation of the municipalities

The mood in Germany's town halls is becoming increasingly tense. Financial bottlenecks are increasing and the pressure on municipalities is growing. While Kiel is already taking measures to overcome the crisis, the billions in the climate and transformation fund have now been temporarily put on hold. This poses serious challenges not only to municipalities, but also to the federal government and its plans for climate protection and economic modernization. The discussion about the debt brake and alternative financing models will continue to intensify in order to counteract the impending crisis.
