Agriculture 2025: Revolutionary solutions for companies in Vietnam!
Today, May 28, 2025, a major online forum focused on “Resolution 68: Creating a Golden Age for Agricultural Enterprises” was held in Hanoi. The event was organized by Nong Thon Ngay Nay/Dan Viet newspaper and provided a platform for experts and industry players to discuss the future of the private sector in agriculture. Associate Professor Dr. Ngo Tri Long described Resolution 68 as a turning point for the private sector that could provide much-needed stimulus.
A central aspect of this discussion was the goal of creating around two million private companies in the agricultural sector by 2030. These companies are said to not only contribute 55 to 58 percent of gross domestic product (GDP), but also employ over 84 percent of the workforce. Nevertheless, small and medium-sized companies in particular face considerable challenges. These arise primarily from difficulties in accessing capital and limited collateral, which makes it difficult to obtain credit.
Challenges for companies
Forum participants identified several issues hampering the growth of agribusinesses. These include the lack of financial transparency and a lack of value chains. In this context, Resolution 68 encourages financial institutions to provide loans based on production methods, market expansion plans and cash flow. Access to land resources is also seen as crucial to the development of private enterprise.
Director of HAQ Hanoi Joint Stock Company, Ms. Tong Thi Ngan, spoke candidly about the difficulties her company is experiencing in raising capital and infrastructure development. At the same time, Mr. Do Quang Hung proposed reserving 20 percent of industrial park space for small businesses and reducing rental prices to provide more space for these businesses.
Legal and economic support
To address the challenges, lawyer Nguyen Thi Sam called for a “legal shield” for agricultural businesses. She emphasized that civil and administrative law solutions should have priority. In addition, labor hero Pham Thi Huan expressed the need to create incentives to promote expansion in agriculture.
Another important point was Mr Ho Xuan Hung's reference to the importance of an agricultural insurance mechanism to support lending. It was also suggested that the focus should be shifted from food security to food security and that agricultural land use planning should be adjusted accordingly.
Global perspectives
The challenges facing agricultural businesses are not just limited to Vietnam. As GIZ reports, agriculture also plays a central role in economic development in many African countries. Small rural businesses there are often not very market-oriented and are hardly integrated into the financial economy. Limited access to adequate financial services also significantly restricts investments in production, processing and marketing.
The goal at the global level is similar to that in Vietnam: improving access to appropriate financial services for rural farms. The focus is on cooperation with local financial institutions and targeted further training for companies.
In summary, it can be said that increased efforts are needed at both national and international levels to support the agricultural economy, promote economic participation and create the necessary framework conditions for successful entrepreneurship. The discussions under Resolution 68 could therefore be an important step in the right direction.
