Vietnam launches revolutionary reforms: The four pillars of the future!

On June 9, 2025, the Politburo of Vietnam released four important resolutions, considered the “four pillars,” to usher in a new era of national development. These resolutions, numbered 57, 59, 66 and 68, aim to promote strategic thinking and reform spirit to put the Vietnamese economy on a sustainable and dynamic growth trajectory. Resolution No. 57 is at the heart of this and includes significant breakthroughs in the areas of science, technology, innovation and digital transformation. It was adopted on December 22, 2024 and aims to break economic and technological barriers to rapid development. This initiative envisages five central pillars to achieve the set goals:

  • Digitale Infrastruktur
  • Datenmanagement
  • Förderung strategischer Technologien

Secretary-General To Lam emphasizes the need for interdependence of these resolutions to ensure comprehensive and sustainable development. By 2045, all efforts should be aimed at making Vietnam a developed, high-income country. The private sector, which currently contributes over 51% of the gross domestic product, should be promoted through special measures and support.

Comprehensive reforms and support for the private sector

The National Assembly is planning special mechanisms to support the private sector and improve the legal framework. For 2025, 3% of the state budget is earmarked for science, technology and innovation. The urgency of these measures is clear as Vietnam aims to be among the top three countries in Southeast Asia in AI research, digital competitiveness and e-government by 2030. These ambitions are part of the strategies set out under the resolution, which also include the creation of effective legal frameworks for the commercialization of scientific research as well as the development of locally focused AI projects, such as vietnamnet.vn reported.

Various provinces such as Ha Giang, Lang Son and Bac Kan have already made notable progress in digital transformation. More and more projects, such as online public services and digitized school records, are showing ambitious steps in this direction. Lang Son has even used AI systems to automate vehicles and improve customs procedures. These developments demonstrate Vietnam's determination to lead in technological innovation and digital transformation.

In order to achieve the ambitious goals, it will be necessary to strengthen innovation ecosystems and offer government support for local projects. It also emphasizes the importance of developing human resource strategies to attract international experts and develop domestic talent.
